US-CERT Situational Awareness Technology Support
VELORUM (formerly SISC) supported General Dynamics on the EAGLE contract and employed (19) analysts to provide Cyber Situational Awareness Capability (EINSTEIN) for the National Cyber Security Division (NCSD) and the US-CERT for information sharing and analysis and Department of Homeland Security for operations reporting and analysis capability, along with the required technical and infrastructure to develop and maintain these capabilities. VELORUM supported Cyber Situational Awareness for the US-CERT through the EINSTEIN program which involves monitoring the normal state of vulnerabilities and exploits being used against Federal entities over the Internet. Internet Infrastructure Elements, such as Gateway routers and other Internet Access Points, are constantly targeted for exploitation by non-US Governments and malicious groups.
SYSTEM ADMINISTRATION

VELORUM recommended new technologies that pertain to our area of expertise such as Risk Management, Operations Planning, Compliance Analysis, Knowledge Management, Software Development, LE/CI Support and Fusion Analysis as well as Incident Response (Incident Handlers and Net Defense Watch Officers).
INNOVATIVE SOLUTIONS
VELORUM conducted briefings and recommended the highest level of proven innovative solutions. VELORUM designed, developed and deployed an information assurance collection management system and the tools required to provide global situational awareness to DHS/IAIP/NCSD. VELORUM provided 24x7x365 support to the Strategic Analysis Team (SAT), which provides USCERT analysis of a number of closely related tasks ranging from incident handling for events reported in the past few days to strategic analysis of sophisticated attack patterns over a year or longer. This task included detailed technical work, hands-on analysis and code review, working group participation and technical writing.
JOINT TASK FORCE – GLOBAL NETWORK OPERATIONS (JTF-GNO)
VELORUM supported Northrop Grumman on (2) ENCORE II contracts and employed (16) analysts that provide operational analytical support to the Joint Task Force – Global Network Operations (JTF-GNO). VELORUM analysts filled key leadership positions in Operations Support (Risk Management, Operations Planning, Compliance Analysis, Knowledge Management, Software Development, LE/CI Support and Fusion Analysis) as well as Incident Response (Incident Handlers and Net Defense Watch Officers).
SYSTEM ADMINISTRATION
VELORUM team members were entrenched in nearly every area of J34 Operations and provided Analytical Law Enforcement and Counterintelligence Support to the CI-DIB. VELORUM analysts provide near real-time and Advanced Fusion Analysis of network activity, conduct long term Operational Planning, designed, developed and deployed tools for collaborative information sharing, assess the risk and operational impact of Emerging Vulnerabilities and develop software tools to corelate network activity.
INNOVATIVE SOLUTIONS
VELORUM’S Incident response teams support 24x7x365 operations for the JTF-GNO Command Center in collaboration with the GNC. VELORUM’S team provide direct support to the JTF-GNO CDO and Command Support Elements (CSE) and coordinate response to computer security incidents and anomalous activity affecting the GIG.
Department of the Treasury Financial Management Service
The “Go Direct” campaign, sponsored by Treasury and the Federal Reserve Banks, encourages Social Security and other federal benefit recipients to switch to direct deposit. It reaches out to federal benefit recipients through people and organizations they know and trust – such as financial institutions and community-based organizations. The campaign makes it easy for Americans to switch to direct deposit of their Social Security benefit either over the phone or online.
SYSTEM ADMINISTRATION
In order to assist Treasury with the marketing of its “Go Direct” campaign, VELORUM represented FMS in meetings throughout the country with senior officials from the banking industry to explain the “Go Direct” campaign, to obtain support from community leaders and to illicit ideas from community leaders on approaches that may be effective in a particular city to promote direct deposit and increase enrollment.
VELORUM finance experts provided advice, guidance and feedback to the project director, to officials at the St. Louis Federal Reserve Bank and the marketing firm on how to improve the effectiveness of the campaign and alternatives for increasing direct deposit in the various markets. VELORUM finance experts also recruited senior banking officials to support the “Go Direct”campaign.
VELORUM finance experts provided briefings and reports that resulted in meetings with senior banking officials and community leaders on which marketing and promotional approaches were most effective in increasing direct deposit and which ones needed modification.
VELORUM was responsible for writing, reviewing and editing various letters, information packets and other marketing material in support of the national “Go Direct” campaign. VELRORUM experts also advised the project director on the effectiveness of various banking officials and community leaders in their support of the campaign.
VELORUM represented Treasury FMS in various meetings and conferences around the country as part of the “Go Direct” campaign.
United States Department of Agriculture – LIMS Implementation Support
The USDA Food Safety and Inspection Service (FSIS) is the public health regulatory agency responsible for ensuring the safety of meat, poultry and processed eggs while preventing food-borne illness and protecting public health.
FSIS is involved in many areas of food processing and food distribution; the inspection of domestic products, imports and exports; conducting risk assessments; and educating the public about the importance of food safety.
The Laboratory Information Management System (LIMS) assists with managing lab data distributed directly to a variety of internal and external users. Data from LIMS are also exported to NASIS for eventual distribution to internal and external users as part of a comprehensive set of survey data.
SYSTEM ADMINISTRATION
GVELORUM supported GDIT under (3) distinct efforts or “WorkStreams”.
- WorkStream 1: Requirements Analysis
- WorkStream 2: ISO Evaluation
- WorkStream 3: Design/Develop/Test/Deployment
WorkStream 1 consisted of analyzing needs and developing user requirements; creating detailed functional requirements documents; supporting the technical inputs of the project plan, and defining inputs, processes, and outputs.

- Conducting detailed analysis.
- Identifying and documenting detailed functional requirements.
- Identifying and documenting detailed data requirements.
- Preparation of detailed work plan.
- Conducting requirements phase review.
- Providing support to GDIT with technical expertise for obtaining approval of requirements analysis.
WorkStream 2 focused on ensuring LIMS was compliant in ISO 17025. VELORUM provided its expertise in supporting the audit of FSIS LIMS implementation for ISO 17025 compliance and made recommendations on the documentation and technical aspects of the LIMS to meet/maintain compliance. To sum up the work performed in this WorkStream, VELORUM supported GDIT with the following actions and/or deliverables:
- Audit of LIMS implementation
- Report of audit findings
- Templates to be followed to prepare system documentation required for ISO 17025 compliance.
INNOVATIVE SOLUTIONS
WorkStream 3 was the Design, Development, Testing and Deployment Phase of the project. Under the supervision of the Senior Program Manager, VELORUM was responsible for the following deliverables:
- Design and document system interfaces.
